Australia, Brazil, Canada, Chile, China, Colombia, India, Japan, Korea, Moldova, Norway, Singapore, Ukraine, and the United States reserved their third-party rights. On June 8, 2015, the European Union requested the Director-General to compose the panel. On June 18, 2015, the Director-General composed the panel.
