On December 22, 2014, Korea requested consultations with the United States regarding certain anti‑dumping measures on oil country tubular goods (OCTG) from Korea and the investigation methodology underlying such measures.
Korea claims that the measures are inconsistent with:
•Articles 2.2, 2.2.2, 2.2.1.1, 2.3, 2.4, 6.2, 6.4, 6.9, 6.10, including Articles 6.10.1 and 6.10.2, and 12.2.2 of the Anti-Dumping Agreement; and
•Articles I and X:3 of the GATT 1994. On January 8, 2015, Turkey requested to join the consultations.
On January 14, 2015, the Russian Federation requested to join the consultations. On January 15, 2015, Ukraine requested to join the consultations.
On February 23, 2015, Korea requested the establishment of a panel. At its meeting on March 10, 2015, the DSB deferred the establishment of a panel. At its meeting on March 25, 2015, the DSB established a panel. Canada, China, the European Union, India, Russia and Turkey reserved their third-party rights. Subsequently, Mexico reserved its third-party rights. On July 13, 2015, the parties agreed on the composition of the panel.
