On March 13, 2015, Indonesia requested consultations with the United States concerning the imposition of anti-dumping and countervailing measures on certain coated paper products from Indonesia, as well as the investigation underlying those measures..

Indonesia claims that the measures are inconsistent with:

•Articles 2.1, 2.1(c), 12.7, 14(d), 15.5, 15.7 and 15.8 of the SCM Agreement; and

•Articles 3.5, 3.7 and 3.8 of the Anti-Dumping Agreement.

On July 9, 2015, Indonesia requested the establishment of a panel.  At its meeting on July 20, 2015, the DSB deferred the establishment of a panel.  At its meeting on August 31, 2015, the DSB established a panel.  At the DSB meeting, Canada, China, the EU, Korea and Turkey reserved their third-party rights.  On September 30, 2015, India reserved its third party rights.  On October 7, 2015, Brazil reserved its third party rights.  On January 25, 2016, Indonesia requested the Director-General to compose the panel.  On February 4, 2016, the Director-General composed the panel.
