Will Shih is the Executive Secretary at the Office of the United States Trade Representative. He most recently served as Economic Policy Advisor to Sen. Tammy Duckworth, focused on tax, trade, labor, economic development and manufacturing. Will was previously a policy advisor on economic mobility to the Mayor of the City of Chicago, where he led an effort to reform the city’s reliance on regressive fines and fees, a first-of-its-kind water affordability program, and policies to create economic opportunity for returning residents. Prior to government service, Will worked for political campaigns in Illinois, New Jersey and Missouri. Will is a native of the Chicago area and graduated from Harvard University with a degree in government and history.
