Exchange of Letters Modifying KORUS Rule of Origin for Certain Woven Fabrics

On March 15, 2024, Ambassador Tai and Trade Minister Cheong exchanged letters confirming agreement to modify a certain textile and apparel rule of origin contained in the United States-Korea Free Trade Agreement (KORUS), Annex 4-A. The modification replaces the existing rule of origin for fabrics classified in heading 5408 of the Harmonized Tariff Schedule of the United States to permit the use of non-originating textured or non-textured filament yarns of cuprammonium rayon in the production of certain woven fabrics.

On April 19, 2024, Korea notified the United States that it had completed its applicable domestic procedures to give effect to a corresponding modification to the KORUS rule of origin for certain
fabrics of heading 5408 with respect to goods of the United States.

This modification to the rule of origin takes effect August 1, 2024.
