On September 14, 2016, Ukraine requested consultations with Russia regarding alleged restrictions on traffic in transit from Ukraine through the Russian Federation to third countries.
Ukraine claims that the measures are inconsistent with:
• Articles V:2, V:3, V:4, V:5, X:1, X:2, X:3(a), XI:1, and XVI:4 of the GATT 1994; and
• Paragraph 2 of Russia’s Accession Protocol.
On September 29, 2016, the European Union requested to join the consultations.
On October 31, 2014, the European Union requested consultations with Russia regarding the tariff treatment that it accords to certain goods in both the agricultural and manufacturing sectors. The European Union claims that the measures appear to be inconsistent with:

Washington, D.C. — United States Trade Representative Ron Kirk today welcomed the proclamation, signed by President Obama, which extends permanent normal trade relations (PNTR) to Russia and Moldova. Last week, President Obama signed into law the Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012, which lifts the application of the Jackson-Vanik Amendment to Russia and Moldova and authorizes the President to extend PNTR to those countries.
