Office of the United States Trade Representative
The Ministerial Conference is the highest authoritative body of the World Trade Organization under the governance structure set up by the “Agreement establishing the WTO.”  This agreement calls for a single institutional framework encompassing the GATT, as modified by the Uruguay Round, all agreements and arrangements concluded under its auspices and the complete results of the Uruguay Round. Its structure is headed by a Ministerial Conference meeting at least once every two years.
