Rachel Howe

Director, Interagency Center for Trade Implementation, Monitoring and Enforcement

Rachel Howe serves as Director of the Interagency Center for Trade Implementation, Monitoring, and Enforcement (the “Center”). The Center provides the factual background for potential trade enforcement actions taken by USTR, including by identifying, documenting, and evaluating trading partners’ trade-related policies and programs. Ms. Howe helped to stand up the Center’s predecessor, the Interagency Trade Enforcement Center (ITEC).  Previously, Ms. Howe was Director of Business Intelligence at Dewey & LeBoeuf LLP, and International Trade Advisor at Dewey Ballantine LLP.  Ms. Howe earned her Bachelor of Arts degree from Smith College, a Master of Arts, East Asian Studies from Yale University, and a Master’s of Business Administration from George Washington University.
