Joseph L. Barloon is the General Counsel to the United States Trade Representative. In this capacity, he advises the USTR on all legal and enforcement matters.
Prior to joining USTR, Mr. Barloon was a senior Litigation Partner in the Washington, D.C., office of the law firm of Skadden, Arps, Slate, Meagher & Flom. At Skadden, Mr. Barloon litigated a wide range of cases in federal courts across the country and handled enforcement matters before federal and state administrative agencies. Prior to Skadden, Mr. Barloon clerked for Judge Douglas H. Ginsburg on the Court of Appeals for the District of Columbia Circuit.
A native of Shawnee Mission, Kansas, Mr. Barloon received a Bachelor of Arts degree in Classics from Harvard College, a Masters of Arts degree in English Literature from the University of Pennsylvania, and his Juris Doctor, summa cum laude, from Georgetown Law School. At Georgetown, Mr. Barloon was a member of the Georgetown Law Review and a recipient of the George Brent Mickum III Prize and the John M. Olin Prize in Law and Economics.
