Mr. Garvey is the Deputy Chief of Staff to the U.S. Trade Representative (USTR). Prior to his service at USTR, Mr. Garvey was Associate Counsel to the President in the Office of White House Counsel, and before that, he practiced law for several years in the White Collar: Government Investigations and Litigation practice group at Sidley Austin, LLP. His professional experience includes the representation of clients in connection with investigations and enforcement actions brought by the Department of Justice, the Securities and Exchange Commission, the World Bank Integrity Vice Presidency, and the Department of Treasury’s Office of Foreign Assets Control in matters involving the Foreign Corrupt Practices Act, Sherman Antitrust Act, Securities Exchange Act, alleged tax fraud, and export control/economic sanctions’ regime violations.
A native of South Bend, Indiana, Mr. Garvey received his J.D. from Georgetown Law School, an M.A. from the University of Chicago in Arabic Language & Literature, an M.A. from the University of Notre Dame in Classics & Theology, and a B.A. from the University of Notre Dame in Philosophy and Middle Eastern Studies.
Mr. Garvey resides in Silver Spring, Maryland, with his wife Shannon and their seven children.
